Photo ID Card from Homeland Security: Trial Balloon in Tennessee

Written by Gary North on January 11, 2012

The Department of Homeland Security will not rest until every adult American has a photo ID card. This is what fascism requires. This is what the DHS will get.

One of the true hallmarks of any successful police state is a compulsory national ID. On this score, Janet Napolitano’s Department of Homeland Security has officially taken up challenge of making sure that no American will be left without one. Tennessee provided the launchpad for this new DHS police state project, but like anything with the DHS, it’s hard to actually pinpoint whose banner it is actually run under.

Originally conceived under the Bush Administration in November 2002, supposedly in response to the attacks of September 11, 2011 and the dubious anthrax attacks (both these events have not been proven to be carried out by foreign agents), the DHS along with its stepchild the TSA, have become a bottomless pit of federal and grant money, who’s only achievement to date has been to instigate increased control and monitoring of the US domestic population – bullying its way through the legislative branch at the same time as the USA PATRIOT Act.

The new DHS national ID card program was officially rolled out this week in the state of Tennessee. From January 1st, 2012, ID cards are longer optional, they are the law. The new state law requires that all Tennessee citizens must present a federal or state-issued photo ID in order to vote at the polls. The law also requires the DHS to issue photo IDs for voting purposes – at no charge. Residents appear to have given in without any serious fight, giving a new dimension to the state’s lofty moniker as a “Volunteer State”.

The volunteer state has compulsory IDs.

This time, the justification is politics.

The program was quietly ushered in earlier in 2011, as reported today by Tennessee journal Clarksville Online:

The Tennessee Department of Safety and Homeland Security today announced that 9,492 photo IDs had been issued for voting purposes from July 1st through December 31st, 2011. The vast majority (8,989) of those issued were non-photo driver licenses converted into photo driver licenses, while 503 were original photo identification cards.

If Tennessee passes another state law making the new ID cards a prerequisite for voting, which the current trajectory of this legislation seems to be aimed towards, then other states could follow suit, making it illegal to cast one’s vote without this new generation DHS Federal ID Card.

This makes it look like a state program. It isn’t.

This ID program is being rolled out under the Tennessee Department of Safety and Homeland Security. Rather than looking like a federal DHS project, this police state measure effectively delivers a fully federally mechanized ID card scheme – under the perceived banner of a state mandate. Clever.

The noose is tightening. “Your papers, please” will be replaced by “your DHS ID card, please.”

  1. I thought photo IDs were supposed to be racist. Possibly they're only racist if they prevent voter fraud.

  2. Glad I do not live in Tennessee. They seem to be rolling over for anything the Feds would like. Wonder who is getting paid off (or getting some sort of fancy extra 'something' for all this?).

  3. gordon williams says:

I thought this was Obama, and his D.O.J. were fighting in some other state saying it was
racially motivated for voting I think it is good, to stop voting fraud like what helped Obama
    get elected..

  4. I think you're right, James. Our Congress, the Senate and the Courts have turned their backs on the American people. They placed a fraud into our White House who been allowed to do as he pleases. Our freedoms have removed from us and we are no longer protected by the Constitution and Bill of Rights. ID cards are for the sole purpose of tracking you. They will contain a RFID chip and will assign you a number. This is no different then when the Nazis tattooed the Jewish people. We are now on our own.

  5. snakearbusto says:

Amen. Revolution down to the ground, to the dirt that's below the street, of and for the men and women who work the dirt and gather its fruits for the rest of us. Fascism is control by the corporations, and that's what we're on the way to having. On the other hand, most European countries have a compulsory ID – even for kids – and it sure makes life a lot easier. Does make it harder to buy a gun and then shoot somebody with it, though, I guess. As for voter ID, I'm for what they do in Egypt: fingerprints.

  6. What is going on here is directly out of Hitlers handbook. Folks we are in deep deep trouble & the only way to stop them is with a revolution. They always do these things to us under the guise of it being for our safety & sad part is most people go along with it, ie seat belts, no talking on the phone in the car, cameras watching our every move, being groped at airports & I hear countless people say they do not mind it if is for safety, just exactly what has the groping stopped???? I could go on & on with laws & rules they come up with for my safety. Yeah right, it all about CONTROL & people go for it hook, line & sinker. The jews went on the train boxcars willingly never to be seen again. God please help America

  7. "In Tennessee citizens must present a Federal or STATE ID to vote." Nothing implies anyone must have a Federal ID card. A state issued drivers license or state ID card is sufficiet. With all the Democratic voter fraud, I think this is a great idea for all states. I'm supposed the WH isn't sueing the state for discrimination!

  8. Until You Understand Your United States Citizenship, You're Spinning Your wheels! Don't bother trying to claim Constitutional protection. You're Wasting Your Time.

[This article is for the education, and edification, of Citizens of the states of the United States of America to learn more about the nature and character of their citizenship. Understanding the nature and character of your citizenship is necessary for an understanding of the Federal government.]

In law, the three most important things are definitions, definitions, definitions. What is the definition of the “United States”? Here's what the US Supreme court says.

“The term 'United States' may be used in any of several senses.(1) It may be merely the name of a sovereign occupying the position analogous to that of other sovereigns in the family of nations.(2) It may designate the territory over which the sovereignty of the United States (G) extends, or (3) it may be the collective name of the states which are united under the Constitution.' [parenthetical designations are added]
    [Hooven & Allison Co. v. Evatt, 324 U.S. 652(1945)]

From the above Supreme Court ruling, one can see the term 'United States has several meanings, which have been designated (1), (2), (3), and (G). The term 'United States can mean (1) the Nation, (2) the Federal territories over which the Federal Government's sovereignty extends, and (3) the 50 Union states united by the Constitution. The term 'United States' can also mean (G), the Federal government itself.
United States 1- The United States of America- the Nation (political sense)
United States 2- Washington D.C., the Federal Territories and possessions- (geographical sense)
United States 3- The 50 Union states- (geographical sense)
United States G- The Federal Government- (corporate sense)” 1

[These designations will be used throughout this article]

Are you a citizen of (1), (2), (3), or all three?

Understand this. The United States (2) does not include the 50 states. It only includes Washington D.C., the Territories, the possessions such as Guam, and the Virgin Islands, and Federal enclaves within the bounds of any state of the Union. Those enclaves must be land ceded to the Federal government by that states' legislature. The United States (G) has no sovereignty, jurisdiction, nor authority, within the bounds of any state, except on lands that are ceded to it. The Federal government must have permission from the proper state authority to act within the state, except on those lands ceded. That's why local authorities must ask for the help of the FBI. The FBI cannot just barge in on a local case. That's why it's the duty of a local county sheriff to stop any Federal agents from committing unwarranted arrests, search and/or seizure within their county.

The citizens of United States (1)and (3) are entitled to all of the protections by the Constitution of the United States of America. That Constitution contains the list of the things that the Federal government is required, and permitted, to do when dealing with a state of the Union, for a state or states of the Union, and when dealing with a citizen of a state of the Union.

The citizen of United States (2) has no Constitutional protections, as do the citizens of United States (1)and (3). Look at the following Supreme Court Decisions.

"In exercising its constitutional power to make all needful regulations respecting territory belonging to the United States, Congress [under Art. I, §8, Cl. 17 and Article IV §3, Cl. 2. of the Constitution] is not subject to the same constitutional limitations as when it is legislating for the United States [the 50 states]. " Hooven v. Evatt, 324 U.S. 674.

"Two national governments exist; one to be maintained under the Constitution, with all its restrictions; the other to be maintained by Congress outside and Independently of that Instrument.”
    also from the same case,
"Constitutional restrictions and limitations were NOT applicable to the areas of lands, enclaves, territories and possessions over which Congress had exclusive legislative authority." Downes v. Bidwell, 182 U.S. 244. (emphasis added)

It's common knowledge that Washington D.C., and the possessions have representatives in Congress. Though those representatives have no vote. The people in D.C., and the possessions are United States (2) citizens. Congress has the right to legislate anything it wants to for those places, without regard for the Constitution. Consequently, those people have no Constitution to protect them.

Are you a citizen of United States (1), (2), (3), or all three?

When someone fills out an application SS-5 for a Social Security number, it asks on line 5,
"CITIZENSHIP (Check One), U S Citizen, Legal Alien Allowed To Work, Legal Alien Not Allowed To Work(See Instructions On Page 3), Other (See Instructions On Page 3)."

Which United States is this? Does any applicant know what they were declaring? Look on the same application form on Line 17.

"I declare under penalty of perjury that I have examined all the information on this form, and on any accompanying statements or forms, and it is true to the best of my knowledge."

Forms are legally binding. Just tell a lie on a form and see what happens. You'll be prosecuted.
Could an applicant have declared that they are a United States Citizen? A Citizen of United States (2)?
The people at the Social Security Administration believe that surely this applicant wouldn't lie under oath. If the applicant declared themself a US(2) citizen, then they will be treated as one. Without knowing it, all Social Security card holders have made themselves a citizen of US (2).
The Social Security form isn't the only government form that has this effect. Most forms from the United States (G) carry the same query.

If you declared youself to be a United States (2) Citizen then you are subject to the sovereignty of the US (G). The Constitution says so.

“The Congress has the Power…To exercise exclusive Legislation in ALL Cases whatsoever, over such District…" A rticle 1 sec. 8 ¶ 1 & ¶ 17, and Article 4 sec. 3 ¶ 2, Constitution of the United States of America. (That's the District of Columbia)

All of the legislation that congress has passed applies to you, even if you think it's not Constitutional. It's all perfectly legal.

This article only presents the main point. You should go to the links below and fill in the details. Warning ! Do Not attempt to do what you may read in any article until
you prove it is true. Even those, who have proved to themselves that these
things are true, have made the mistake of trying to do something alone.
Some people have tried something about the situation without full knowledge.
    Some have gone to jail.
This information is gathered from many sources. In some cases text is also supplied herein. Some constructions are made, and some conclusions are drawn by the authors of these various sources. All writing, even the Bible, is someone's opinion. It's just that some sources of opinion are better than others. Nothing found within these writings is to be construed as advice of any sort, legal, personal, or otherwise. What you do with this information is up to you. Don't believe blindly. But, “Go to the source, and get the facts”. The Bible wisely advises, "Prove all things. Hold fast that which is good."

If you have declared yourself to be a United states Citizen (2), then you have no Constiututional protection. So stop trying to claim your Constitutional protections. You don't have any until you correct your citizenship situation. Only United States Citizens of United States (1) and (3) have Constitutional protections.

  11. so true but what do ya bet it wont start in tennessee lol
    volunteer state my a**

  12. One major difference between a "National ID" and the need tp present ID to vote –
The vote ID can be a State issued ID. It is a good idea to be sure the people voting are really the people they say they are.
The National ID concept is fraught with problems or potential abuse by Washington politicians and bureacrats.

  13. No amount of legislation or political savvy towards the other direction is going to stop these fascist from completely taking over. A revolution is what we need.

  14. More like 100 plus years problem now, Orrie. The creation of the Federal Reserve with the blessings of a corrupt Congress and Senate is in my opinion the greatest fraud scheme ever perpetrated on a sovereign nation in history. It has kept us enslaved into a system of taxation by force. Death of prosperity in America for the common man is upon us.

  15. Robin Miller says:

Someone tell me why DHS is requiring photo ID's but, The White House says that photo ID's for voting is a violation of privacy?

  16. And now the zombification begins.

  17. barbpatton says:

OH! how the wheel turns. Arrogant American politicos hammered and crucified South Africa for the "Apartheid" laws and the carrying of a "Passbook" by black and Whites (that part was never told to the American public). It was always about the "poor downtrodden blacks". And now?????????? ALL Americans will eventually have to have their ID photo cards wherever they go and show to whomever is in authority. America is clamping down on WE THE PEOPLE and WE THE PEOPLE are being led meekly to the slaughter house without a baaaaaaa or a bleep!. What goes around comes around with ayatollah hussien obama in the driver's seat it is going to be a hell've bumpy and horrible ride.

  18. TheLibtardsAreHere says:

Only racist if issued, or suggested, by a conservative!!!!

  19. barbpatton says:

Trust me this is the first step in herding in the sheep – perhaps your State will be next – who knows……

  20. (Sarcasm)Obviously, I wouldn't know whether a person were black or hispanic just by looking at them. I would need a photo ID to determine that.(/sarcasm)

  21. I'M LOCKED AND LOADED .. . .READY TO REVOLT!

  22. THE JEWS WHERE TAKEN BY FORCE.

  23. This is absolutely right.
al-obama ibn-holder sharply object photo I.D. for voters, but want to establish I/D/s for Internet users.

So, the issue is not that Photo I.D per se is bad.
The issue is that our stinky administration managed to convert even such a simple thing as citizens' photo ID into a dirty political tool.

  24. As a person from TN. who wrote this?

State photo driver licenses have been required for years.

State ID cards with photo for identification as well.

The only chamge has been to require either to vote to cut down voter fraud.

We have two Democrat strongholds here, Nasville and Memphis.

You can guess where this came from and why.

The only thing years ago was the Feds tried to push a standardized version which was rejected.

I will keep my State ID cards and State driver licenses if you don’t mind.

And will use them to cut down voter fraud here, thank you.

  25. Nashville, sorry

  26. You idiots,we have had photo drivers lic. a long time before George Bush or DHS were thought of. There is nothing new or from the feds about having a phote ID,just trying to keep dead people from voting.

  27. I personally would suggest that some people here stop their hysterics regarding photo I.D.s and answer a simple question:
What's so bad about photo I.D.?
What's so bad if a person who came to an election booth shows that s/he has right to vote (aka is an American citizen)?
Everybody has to show his or her Social security card in very many cases. What's so bad if such a card has your photo?

All those photo I.D.s hysterics, comparing with fascism (why not with Communism, by the way?) is much ado about nothing.
Unless you are a thief or rapist…or a terrorist.

  28. MAK in Florida says:

My thoughts exactly. Do you think they will eventually require that you implant this information in a microchip implanted in your body? Kind of like the mark of the New World Order "The Beast".

  29. I live in TN and this goes beyond just showing your driver's license. Homeland Security, TSA, FEMA and a few other departments need to be completely eliminated.

  30. Wary, you need an enema. The United States includes all 57 states (Obama says there are 57). There is Federal territory though I tend to think the Feds shouldn't be in the real estate business outside of D.C.

  31. Mark of the Beast? Don't go there or you will be classified as a kook.

  32. Do you think the DOJ (Holder) will challenge Tennessee if they have to show their ID card to vote like he did in S. Carolina.

  33. I don't know since it is apparently DHS which is pushing this. If it were Chicago, they might since they wouldn't be able to vote the cemetary.

  34. Minorities and illegals will not be required to show their ID card when voting. They would be more inclined to forget it when going to vote so that would be racist to deny them their vote. And returning home to get it in order to vote would be racist since they have less disposable money to spend on transportation and gas. Don't you see?

  35. Social Security numbers were NEVER to be used for I.D.
Today they are one's prime I.D.
I see little difference between a SS card and a national photo I.D.
For voting, requiring ANY I.D. could eliminate most of the fraud.
But maybe the proposed card would have a tracking chip in it … ?
Google, Master Card, Visa and Yahoo already know where we are most of the time – and a lot more.
As long as the U.S. Voters I.D. card has no tracker, I'm for it.
(Of course, this does little to stop the illegal use of un-voted mail-in ballots … )

  36. This is the best idea yet. Maybe this will curb voter fraud, which the Demo. party depends on to get thier candidates elected.

  37. In other words, minorities should not be required to show photo ID because they are too stupid to remember to take it with them. Don't you think that is rather racist in itself?

  38. From Photo Id comes Photo ID with Magnetic Stripe with State Records, From this comes FED ID, Complete With Medical Records on a Smart Ship, From the Smart Chip, Finances will be required to have the accompanying Smart ID for Proof to Purchase any Product or Good…

Starting to get my Frigging Drift People??? Don't think for a second that are trying to remove cash from the system and require ID on everything you Buy. No ID, NO SALE… Read the Bible once in a While. Watch it unfold.

Then get right with God. If we all PRAY together he will cleanse our land of this Nonsense.
    In Closing.
Free Men Own Guns… Slaves Do Not!

  39. George
    Thanks for the reply.
Actually there are 57 States. There are within the bounds of every state, two governments. There is the organic state, and there is the Federal State. The full explanation for that is too long for this reply. Suffice it to say that your State Government is now a division of the Federal government. Only a few of the offices in your state government are from the organic (pre 1861) government. That would be 50 Federal States, plus the seven other places that Congress exercises sovereignty over. If my memory is correct those are Guam, Puerto Rico, Virgin Islands, Marianna Islands, Philippians, American Samoa, and Washington D.C.. Total 57.
Sounds crazy I know. There is a preponderance of evidence to back it up.

  40. slick mick says:

Why does TN. roll over and play dead???Look at the history of TN. //// TN. at one time was part of the Carolina's, It was separated and giving to thieves, pirates and such.A lot of people in TN. still live off the govt.///as long as these people do not have to work, they will roll over for anything.///// This is not true with everyone who lives in TN.

  41. JoJo, what goes beyond?
    Photo ID voting?
AGREE, those Fed departments need to go, and a bunch more.

  42. Lee, they tried that enhanced Fed.ID here already and it was STOPPED.
That boat will not float here.

  43. (Snort) SOUNDS crazy? It more than sounds crazy.

  44. MI Patriot says:

TN seems to be the guinea pig de-jour for all the nefarious schemes of the feds. They were the first state to roll out that VIPeR program where the TSA people were going to be doing random checks at truck stops, weigh stations, etc. Now they are the first state to come up with this. Somebody is getting a lot of federal dollars for implementing this. I guess I'd better start watching my back…I live in Michigan and our governor is ALWAYS looking for ways to get federal money. Too bad it somes with such dire consequences.

  45. LarryFrom10EC says:

I'm going to print this article and put it in my garden. Such a load of horse341t should grow tomatoes the size of basketballs. Tennessee passed the voter ID law to keep Elvis from voting twice. Eric Hlder's DOJ has threatened to sue over it. Did you get this article from the DNC?

  46. First of all, I didn't give you a slightest reason to call me "you liberal cumbaya."
Thus, you a priori lost any respect from me.
Secondly, any nation deserves its rulers. You complain you have a traitorous government?
Well, why did you chose such one? Oh, you didn't, you say. Well, your neighbor did.
By the way, you characterized yourself as "An American Patriot" (I just clicked on your, aka Jeffesron's, image.) How modest! Lenin and Hitler also called themselves "patriots." Depends on what you mean under "patriot."

P.S. Your asked me for a harsh language by unfounded insulting me.

  47. First, the state of Tennessee ALLOWED the Federal Homeland Security folks to operate Road Blocks in the state. Now that that this CAMEL has it's nose under the tent, Homeland Security is running a statewide I.D. Program. Pay attention America.

  48. JOSEPH BENDZINSKI says:

I wonder if the illegal aliens will have to get a card that is stamped – I am an illegal alien and cheated the system while the other poor slobs who followed the rules waited for legal admission. If they do it seems to me that this sure would be against Obummer policies.

  49. I am confused, did not the administration just strike down a law that was put into place by the S.C. Governor that would require a state photo I.D in order to vote by saying it would be a financial burden on the people to obtain a birth certificate. My thought is that most people that have ever had a job had to get a birth certificate in order to apply for a social security card. What a messed up world we live in.

  50. (Staggering about mindlessly) "Brains!" "Brains"

  51. George, that was my first thought. This administration is so screwed up, the right hand doesn't even know what the left hand is doing. Nor do they seem to care. Enough of Chicago politics in Washington.

  52. No, no you people aren't reading this right. A photo ID to vote in TN is not a NATIONAL ID card!!!!! This article is ridiculous…

  53. So, George _S, you are telling us that if we quote "The Holy Bible", the Word of Almighty God, that we will be classified as "kooks?" By whom? Whomever would say that is in for quite a shock on Judgement Day. "It is a terrible thing to fall into the hands of an Angry God." (Another quote from The Holy Bible.)

  54. Look around you. Do you not realize that Christianity is under attack? Most particularly, speech regarding details of Revelation are suspect—frequently with good cause due to certain elements that would attempt to predict when certain events are to occur. This is not to say that any speech regarding biblical views is to be avoided, but I would recommend being somewhat circumspect (be as wise as serpents and harmless as doves).

  55. Massachusetts and Maine all have to have I D to even get surgery, and in Boston to get on a subway…stop bitching there are funny strange people up thT IN THOSE HILLS IN THE WOODS, WANTING YOUR COUNTRY CALLED MUSLIMS FROM OTHER COUNTRIES… STILL READY TO BITCH, I WONDER IF THEM THAT VARMITS HAVE I D CARDS?

  56. Nanna Gail says:

Lilbear68: Where do you think it will start? I would be really curious to know. I am getting more and more nervous as the days go by. I DO NOT want to live in a DICTATORS world!

  57. Add biometrics and entry to worldwide database. Checkmate.

  58. This whole thing stinks of more control. And once they get this, they will want more, and more, and more.

So we lose more of our civil liberties, at least we are getting a firm grip on voter fraud … That was sarcasm! Some of you knew, I know that. But after reading these comments, I'm just going to assume that most of you didn't. What is wrong with you people? This is not being put in place to hurt the con man, and it's sure as hell not to help with voter fraud. It's being put in place so that the powers that be, have more control over your lives.

  59. I would bet on Texas but any state in the south would do. Of course, we know how that ended last time too.

I read somewhere that Texas can secede from the Union without permission from the Fed. I wonder if that is true? Of all the states, Texas could do that easy. They got fuel, their own power grid and everything. Fewer liberals too.

  60. When we steal the government calls it theft.
When the government steals they call it politics.

  61. I find Gary North's opposition to a requirement that you show positive identification in order to vote rather odd. No one is being forced to get a photo ID, at least not yet. If you feel you must maintain your privicy, fine, don't vote, don't drive, don,t hold a passport, or travel within the US, don't do anything that requires you to positively identify yourself and you will not need a photo ID The fact is that most everyone willing gets a photo ID as soon as they are of legal driving age, or legal drinking age, what is the problem, we live in a civilization and identification is a necessary part of it. If you beleive that Big Brother is capable of using your information for nefarious purposes, as I do, change the government, that's where the problem lies.

  62. I think that there is no need for a national ID card. The State issued ID poto drivers lisence should be used for voter ID.
Ireally have a big problem with what was intended by the remark in the article about the 9/11 attacks. Is this ment to imply that the crazy rumors about the goverment, the Jews, or Wall Street carried out the attacts. Tends to put this article in the loony section.
